Individuals with Disabilities Education Act (IDEA), Part C: Early Intervention for Infants and Toddlers with Disabilities

The Individuals with Disabilities Education Act (IDEA), Part C assists states in operating a comprehensive statewide program of early intervention services.  Early intervention services are for infants and toddlers (birth to three years of age) with disabilities, developmental delays, or at risk of developing disabilities, and their families.  The Department of Developmental Services (DDS), as lead agency for IDEA Part C, applies annually for this grant.  The application is for the State budget period beginning July 1, 2026, through June 30, 2027.

Each year, the application is posted for 60 days for public comment.  The grant application may be updated prior to submission to the Office of Special Education Programs (OSEP) based on public comment, and state and federal guidance received during the public comment period.

Public Comment

The Department welcomes public input on the 2026 Part C Grant application beginning March 20, 2026, through May 20, 2026.  Individuals commenting on a specific part of the application should state the page number it is located on, and state whether they support it, oppose it, or want something changed, added, or removed.  Input will be considered if received by May 20, 2026.  Comments on the application will be summarized by the Department and forwarded to OSEP.
